just got a bogus “this is a duplicate FOIA request” response.

How do I appeal this?

It doesn’t appear to be bogus. Have you thought about requesting responsive documents for DON-NAVY-2015-005753 be provided to you? The records officer also appears to want to talk to you, so I’m guessing he wants to clear things up.
