How would I appeal the cost of this request or get it reduced. It seems excessive that it would require 27 hours of time to gather the requirements to fire an mbta employee.

Hello! Let’s appeal on the grounds that the information should be available digitally, and the notion that it would take over a day to find this information is ludicrous. After that, push the story to the media to put the pressure on.
