The cover letter was somewhat vague as to if there were any other documents that were withheld under any exemptions. Should I appeal and clarify if there was anything that wasn’t released and why they weren’t released?

If you’re just interested in knowing if the documents exist or not, you could probably ask. If they refuse to answer or don’t answer well, appeal is always a great option.
