High Resolution "Thank You" Lottery Commercial

Hi Guys,
I’m trying to obtain these lottery commercials in High Res for my lottery documentary, but I’ve run in to a rejection on two now claiming that they don’t have the right to “re-distribute.” Since these are paid for by the state, shouldn’t I have access to them? Just wondering what my position is here. Some states have had no problem with it, while others have.
