Looking for advice on how to appeal this response, as St. Louis County Police Department is claiming any civilian complaints about the conduct of officers are protected.

That’s really odd that they offered a wholesale rejection.

Cite Mo.Rev.Stat. ยง 610.024 in a follow up, which requires that nonexempt materials be released:

“If a public record contains material which is not exempt from disclosure as well as material which is exempt from disclosure, the public governmental body shall separate the exempt and nonexempt material and make the nonexempt material available for examination and copying.”

They should redact names, maybe, but definitely release at least some of the information.
