Does anyone know if there’s any way to get traffic records regarding an incident wherein a police officers runs over somebody in the middle of the road? I understand that private citizen records are exempt, but there’s got to be some way to request these under public records law.

Hello! Again, it looks like it’s less to do with a privacy exemption, but rather an “ongoing investigation” - if you end up pursuing legal action (unfortunately, one of your few options at this point), that’s where you should focus the appeal.
