Hey Ben,

So for an administrative appeal, I would focus on a couple of arguments:

  • That a blanket denial is probably excessive, and that the material should actually be reviewed since this (presumably?) occurred as part of an open court hearing.

  • That this material was generated in a public setting, and that there are already numerous witnesses, so it is not disclosing previously secret law enforcement techniques.

I think an administrative appeal has a good shot.
