Question about request: Arrest Video

I’m asking about https://www.muckrock.com/foi/brentwood-30599/arrest-video-14104/ When looking up information on the Insight AV Player to try and get it work, I stumbled upon this page http://www.justanswer.com/computer/53w4h-does-anyone-know-view-ocx-file-windows.html which seems to have instructions. I wanted to inquire about if an ISO file could be made of the CD so I could try and get it to work. ISO files can be made using ImgBurn http://www.imgburn.com/ or other disc ripping software.
