I filed a public records request with the University of Maryland to obtain emails from a professor there who is affiliated with the so-called Koch Network, and was informed that my request would cost more than $12,000 in fees to process. I was wondering if you have any recommendations about how to waive or otherwise reduce such fees. Please let me know.

In Maryland you have the option to complain to the compliance board whenever the fee is more than $350, and they will review the fee and can order the agency to reduce it. Here is more information: http://www.marylandattorneygeneral.gov/Pages/OpenGov/piacb.aspx
