I filed a public records request with the University of Maryland to obtain emails from a professor there who is affiliated with the so-called Koch Network, and was informed that my request would cost more than $12,000 in fees to process. I was wondering if you have any recommendations about how to waive or otherwise reduce such fees. Please let me know.
