MuckRock request via volunteer: Agency wants verification

I got the following response on a Tennessee records request that was done through MuckRock’s volunteer system:
“You need to provide additional information to receive the requested record(s). Please verify that you are a party directly involved or provide notarized documentation verifying authorization of representation for the party involved in order to obtain unredacted copies of the reports requested. \ If you would like for the City to proceed with your public records request, please respond to this letter within three (3) business days from 02/20/2018. Otherwise, the City will provide redacted copies of the reports requested.”
Any advice on how to proceed? Thanks!
