What am I misunderstanding? This is referred to as crowdfunded/sourced. Are you simply asking me to pay for a FOIA request with a police departments of my choice? Or are you asking for me to help others cover the costs of their requests? Are we trying to target specific states (Why/Why not?)
For instance Dallas PD here: Tracking # 2016-01809 They want sixty five bucks. If I wanted to split that, pay it all give $10 towards it where do I get this information. How close to goal is this payment? Can’t I appeal this payment? Can’t you? Where is help (money) needed more.... Helping people cover costs or me to pay for fresh FOIA requests. I am just a little confused as no specifics are offered on the page.

Well, if you see a request that you are interested in, you can help cover the cost of the payment and that will help get those documents released. Or, you could file a new request for different information.
