I’m requesting any information that the CIA may have on the former head of the Peruvian equivalent of the CIA/FBI, but I received a Glomar response. What are my options for appealing? I know this individual is dead — as I mentioned in the original request (his untimely death was published in various Peruvian newspapers) — , so the ‘personal privacy’ defense feels a bit flimsy.

A glomar is not a personal privacy defence. You could try filing a mandatory declassification review on the documents. Other than that, CIA is exceptionally hard to get documents out of.
