How do you appeal a request, when the request is to the person that does the appeals?

I have a filed a public records request to the Massachusetts Sec. of State’s office, who is responsible for overseeing the public records law. The office hasn’t even acknowledged the request after 6 months. Do I really need to appeal the request to the same person who isn’t responding in the first place??
