Expect that the state will delay

Hello-

I understand from working with a number of other folks who request the data I requested in my FOIA that New York will typically delay. Most other folks who tried to get the data were not willing to up the pressure on the state. I was wondering if it makes sense to file an appeal upon the first notice of delay. Note that I am asking for nothing new - these data have been requested by others for years.
