Is it possible to file a FOIA request that will detail the expenses of our Sheriff’s Office? Which conferences has she attended? What consultants has she hired? What supplies has she purchased?

How do I word the request? And does it have to be in an individual persons name?

It depends entirely on the laws of the state you want to make the request in. You will most likely be able to get expense data.
