Can FOIA be used to obtain documents from the House Oversight Committee in Washington D.C.

I’m interested in obtaining copies of a contract & payments that the House Oversight & Reform Committee had with an entity back in 1997/98.

This was a contract for legal services provided to the House Oversight Committee in the investigation of the alleged Clinton\Gore campaign finance fraud schemes

If the House Oversight & Reform Committee is not subject to a FOIA , is there another U.S. government agency that might have a copy of this contract & payments, such as National Archives, etc. that could be obtained with a FOIA ?
