I am appealing a FOIA denial from the Air Force; they assert 5 USC para 552 (b)(1), which simply says the data was originally “properly classified.” But the data is now 30 years old !   Is there not some presidential directive and/or other rules forcing the declassification of information which is over 25 years old?  Any legal information would be helpful.

There actually is: Ask them to do a “Mandatory Declassification Review”, and the information is sent to just the kind of review you’re asking about.

Here’s an example MDR letter sent to the FBI.

Note that classified material can be reviewed up to once every three years upon request, and like FOIA, there is an administrative appeals process.
