Metadata here is specifically the header section of an email (not the body). The stuff that the Government keeps saying is totally okay to do in bulk on normal people.

It should make for a very interesting data set for research on how the Government communicates, when, with whom, etc. — and for public research about the information that can be gleaned from metadata, either alone or combined with external data sources.
