Pursuant to the Arizona Public Records Law, I hereby request the following records:

On Wednesday, November 29th 2017 someone with the title "Evidence and Forensics Supervisor" and "Certified Property and Evidence Specialist" at the Yuma Police Department sent an email with the subject line "Rekognition".

Specifically the email states "I recently read an article on RouteFifty.com the highlighted the Washington County Sheriff’s use of Amazon Rekognition as a facial recognition program, and how successful it’s been. I’d like to talk to someone with knowledge of the program, pricing, how often it’s used, ease of use, etc. Could someone please contact me? Thanks."

Therefore under the Arizona Public Records law we are seeking the following records:

Documents sufficient to show any further communication about the implementation of Rekognition by the Yuma Police Department. At minimum you should search the Evidence and Forensics Supervisor’s records but please do not limit your search to the Evidence and Forensics Supervisor. You should search for correspondence between them, Amazon and Washington County (Oregon).
Documents sufficient to show any policy, procedures, directives, or MOUs on facial recognition technology.
Documents sufficient to show any invoices to Amazon Web Services (AWS) for your use of their services.
Documents sufficient to show discussions between Yuma and other law enforcement that mention facial recognition technology.

Please be aware that this request is being made by Open The Government, a non-partisan non-profit for the purposes of informing the public. Therefore, we further request a waiver of any fees associated with this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
