Pursuant to the Washington Public Records Act, I hereby request the following records:
"Yakima Regional Clean Air
Agency said it organizes
files in an Access database
it developed. Entries have
hyperlinks to any associated
files on a network server. " page 35 of http://mrsc.org/getmedia/d3dbec02-f6f2-4aa7-b1dd-94cd71a5fb4a/w3saoPRA.aspx I records request the table(s) with that data be copied to Excel and redacted in Excel by replacing redacted content with *R*. Exeption log not wanted.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I appeal. The data requested based on the report is a list of files and their file paths and possibly other meta-data fields. So it's not a request for all of an agency's records as the corresponding records are not requested.
The public records act states that translating a record to another electronic format does not create a new record. "If any agency translates a record into an alternative electronic format at the request of a requestor, the copy created does not constitute a new public record for purposes of this chapter. Scanning paper records to make electronic copies of such records is a method of copying paper records and does not amount to the creation of a new public record." Redacting a record does not create a new record either.
I request all emails with meta-data and documents with meta-data about this request.

The purpose of this letter is to provide you with a final opportunity to receive the records responsive to your Public Records Request Number PRR2019-031. We have previously notified you that payment must be received prior to release of the records but we have not received the payment. Therefore, we assume you no longer want the requested records.
If you are still interested in receiving the records, please remit payment by December 27, 2019 in the amount of $ .35 to the following Yakima Regional Clean Air Agency.
