Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
Any information regarding discussion, votes and actions taken with regards to "incentives" provided to, considered for, or negotiated with builders, contractors or other organizations to improve the amount of housing stock within the Town, whether deemed "affordable" or not.
A list of what forms, amounts and recipients the incentives have taken, and the requirements or constraints placed upon the recipients.
I am a citizen of Wytheville, Virginia.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Thank you for your Freedom of Information Act request. The Town of
Wytheville's Freedom of Information Act policy allows two hours of Town
staff time to be free of charge when answering a FOIA request. After that
two-hour time limit, the Town of Wytheville is allowed to make reasonable
charges for the FOIA request, not to exceed actual costs incurred in
accessing, duplicating, supplying or searching for the requested records.
If Town staff determines that your FOIA request is going to take longer than
two hours of staff time to answer, I will be glad to supply you with a cost
estimate in advance of the Town of Wytheville supplying the requested
records.

Please find attached a letter to you advising that we need to add seven additional working days to the five working days (for a total of 12 working days) to be able to answer your FOIA request for the housing incentives. Additionally, I have attached an estimate of the cost for fulfilling this request. Based upon the letter and estimate supplied, would you please advise how you would like for the Town to proceed with answering your FOIA request regarding housing incentives or if you would like to amend your request in any way. We have already exhausted your two free hours of staff time. As you will see, the searching of the emails is what is time consuming.

Is this estimate hours over-and-above the 2-hours gratis provided for by town rules?
The estimate is for 10.5 hours in total, it appears. Would the bill be actually for 8.5 given the free 2-hour allocation?
Or does this assume actually 12.5 hours in total?
