Pursuant to the Wyoming Open Meetings Act and the Wyoming Public Records Act, I hereby request the following records:
A copy of all data related to citations for marijuana possession on the state and local levels. I am specifically seeking any statistics related to the total number of arrests and/or citations for offenses related to marijuana as well as the ethnicity, age, sex, and other demographic information of the persons arrested and/or cited, if available. The time frame for which I am seeking records is from January 2011 through December 2014.
The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Evan,
I did not hear anything back from you reference my first email that I sent
on 4/17/15. I hope you received it.
I wanted to let you know that the request you are wanting is going to take
some time on our IT Department. We ran a quick query from 2011-2014 and
there are over 8,000 queries (some of those would be duplicate entries due
to more than one item of evidence being logged).
To do the custom query you are asking for would take some time and I
wouldn't be able to get it to you until around/after the middle of May. The
IT Department said that they need to do a pretty significant update to be
able to run the query you are asking for and it could get quite costly.
We do have HIDTA (High Intensity Drug Trafficking Area) Reports that we
could send but they would not have the information broken down like you are
requesting but there would not be a fee for this information.

9:39 am (our time). It was the HIDTA stats that we had readily available.
It was decided that we would not provide any other reports due to the fact
that it would be very timely and costly. I did received your check for $8

I have to confirm again that these data pertain only to felonies. Many of the descriptions of the offenses include possession of small amount of marijuana, which appears to be a misdemeanor in Wyoming. Can you clarify this for me?
