Pursuant to the Wyoming Public Records Act, I hereby request the following records:

With respect to motor vehicle license plates:

1. If one is kept, a copy of the current list of prohibited or automatically denied vanity or personalized license plates.

2. A copy of any list of requested vanity or personalized plates denied in 2021 or 2022.

3. For any denied application for vanity or personalized plates, a copy of the application and any correspondence sent to the applicant. This request is limited to denials after January 1, 2022.

4. If a system is maintained for soliciting or receiving complaints concerning vanity or personalized license plates, a copy of any complaint received in 2021 or 2022.

5. If any vanity or personalized license plates have been revoked since January 1, 2021, any records related to the revocation.

6. A copy of any statute or regulations concerning what combinations of vanity or personalized license plates are permitted or prohibited.

7. A list of all personalized or vanity license plates now in circulation. Alternatively, a list of such plates issued since January 1, 2018.

8. A copy of any directions, guidelines, or training materials concerning review of vanity or personalized plates provided to staff members responsible for reviewing such applications.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

1) See attached list of prohibited words.
2) Wyoming does not keep a list of denied plates. Any request that is
denied is added to the prohibited word list.
3) Wyoming typically will call the customer when a request is going to be
rejected. We don't have any correspondence for plates denied after January
1, 2022.
4) We have not received any complaints concerning vanity plates in 2021 or
2022.
5) We have not revoked any plates since January 1, 2021.

Personalized Prestige License Plates

CHAPTER 4

Section 1. Authority and Purpose.

These rules of practice and procedure are promulgated by authority of
W.S.24-2-105(a) and are intended to provide a uniform and understandable
interpretation of the undefined portion of W.S. 31-2-208 regarding
application and distribution procedures for personalized prestige license
plates.

Section 2. Applicable Vehicles.

Personalized prestige license plates may be obtained for use on all
regularly registered motor vehicles except those held in inventory for sale
or demonstration by licensed dealers (including dealer-owned and
factory-new automobiles), vehicles with radio amateur license plates,
vehicles apportioned under W.S. 31-18-201, and vehicles with specialty
plates. Pioneer plates issued to antique or historic vehicles cannot be
produced as prestige plates.

Section 3. Allowable Combinations.

(a) Plates shall be issued using only capital letters and Arabic numerals.
No other symbols or characters shall be allowed. Applicants may request a
maximum of four letters or a combination of four letters and numerical
digits. The letters and numbers shall be the same size as on regular
license plates and shall be arranged in a straight horizontal line.

(b) Any combination that spells, connotes, abbreviates, or otherwise stands
for obscene, vulgar, indecent, or pruriently suggestive language shall not
be allowed. No four-character combinations shall contain more than a total
of three W's or three M's. No combinations consisting of a number or
numbers followed by a single alphabetic suffix shall be issued as a
personalized prestige license plate. Nor shall combinations consisting
entirely of numbers be issued for prestige plates unless the beginning
digit is a zero (0). In addition, no combination shall duplicate a
currently issued plate or conflict with a series of letter and number
combinations on a regularly issued license plate.

Section 4. Refund of Application Fees.

(a) Application fees may be refunded for the following reasons:

(i) If the personalized prestige license plate application is not processed.

(ii) If the applicant wishes to withdraw the application before the plates
are produced.

(b) The application fee shall not be refunded if the application lists an
incorrect vehicle type.

Section 5. Right to a Hearing.

Any person aggrieved by a decision of the Wyoming Department of
Transportation is entitled to a hearing. The procedure for requesting a
hearing is outlined in the Wyoming Department of Transportation Rules and
Regulations, General Section, Chapter 3, Appeals and Hearings.

8) When the "meaning" of the combination is questionable, or the
combination seems suspicious, we will check the combination in Urban
Dictionary. In addition, we will ask a couple of colleagues if they agree
with our assessment of denial.
