For all non-personal emails accounts in use by the governor and its staff, please provide me the following information for all emails sent and received between March 5 2018 and March 9, 2018.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Dear Mr. Chapman:
This email is in response to the public records request received by the
Governor's Office on March 14, 2018. You requested the following
information for all emails sent and received by the Governor and his staff
between March 5, 2018 and March 9, 2018: "From address," "To address," "bcc
addresses," "cc addresses," "Time," and "Date."
The Governor's Office is the custodian of records that are responsive to
your request. Consistent with the Wyoming Public Records Act, we must first
determine whether the information you requested can be produced without the
Governor's Office being required to compile data, extract data or create a
new document to comply with your electronic records request. If a
compilation of data, extraction of data or creation of a new document is
necessary to comply with your request, we must further determine whether
doing so would impair the ability of the Governor's Office to discharge its
duties. Please see W.S. 16-4-202(d)(iii).

Thank you for your response. I see your response now.
Could you please forward the request to your IT department? Your
They should have the ability to pull the information that I am requesting with ease through the use of either legal discovery tools, powershell scripts, or your email servers' and clients' export functionality. None of these methods require any extraction of subject lines nor email bodies, so the review and any potential redaction process should be limited, if any.
If you need any technical assistance or documentation to pull this information, please let me know - I will be more than happy to provide help.

Pardon the technical jargon for a bit.
Based on the MX records for wyo.gov, your email accounts are managed through google [1]. Through some testing and basic research of my own, I was able to find a quick and easy method to extract the information. Please forward this to the IT person responsible for managing the account.
0. Log into the google admin account that manages all email accounts.
1. Navigate to https://admin.google.com/ -> Reports -> Audit -> Email Log Search.
2. Select the time range from this request; March 5, 2018 through March 9, 2018.
3. Type in all email accounts from all staff respondent to this request in both sender and receiver fields. If needed, this may need to be done in multiple passes.
4. Click the button at the top right for "Download" and select, "Download as CSV".
5. Open the resulting csv file in Microsoft office.
6. Delete the columns that are not respondent to this request and save.
7. Respond to this request with the newly created csv file.
Please let me know if the IT staff still thinks that this is not possible, and I will find another method.

On April19, 2018, you indicated that ETS should have the ability to pull
the information you are requesting. Your emails were furnished to ETS
wherein you descibe technical steps that would purportedly satisfy your
request. ETS reviewed the information you provided.
My understanding is that ETS has indicated that it is *not* technically
possible to extract the email data you requested for the subject time
period.

Could you please pursue this under the assumption that ETS is wildly incorrect in their determination that this is technically not possible? I can provide examples of other governor's offices, cities, and departments throughout the US which have been able to pull the records responsive to this request. Proper diligence would be greatly appreciated.
