Pursuant to the Wyoming Public Records Act, I hereby request the following records:

All emails and meeting minutes for members of a lethal injection protocol committee, or equivalent regulatory body, regarding the lethal injection protocol and/or lethal injection drugs from 2010 to present. If there is not a lethal injection protocol committee, then any and all meeting minutes and communications within the Department of Corrections that mention the lethal injection protocol and/or lethal injection drugs from 2010 to present.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

This is an initial response to a public records request we received on
September 28.

I'm not certain whether the Wyoming Department of Corrections has any
records pertaining to your request. I have reached out to senior
leadership within the department to determine what (if any) records exist,
where the records are located, and who the custodian is. Upon completing
our search we will notify you of what we find and you will be advised of
any fees that apply in accordance our fee schedule for the release of
information (attached).

Our agency does not have a lethal injection protocol committee.

The Wyoming Department of Corrections (WDOC) has completed a search for
documents related to your Public Records Request regarding lethal injection
protocols and lethal injection drugs. We have identified *nine* pages of
documents that pertain to your request.

These documents consist of eight pages of emails between the WDOC and
members of the State Legislature related to a bill that would protect the
identities of people and entities involved in executions including those
involved in the procurement or provision of chemicals, equipment, supplies
and other items for use in carrying out a sentence of death. That bill was
ultimately passed by the Legislature and was signed into law in 2015.

In addition, we have a one page letter to the Wyoming Senate from our
Director pertaining to a bill that would allow for a firing squad as a
secondary means of execution given the inability of the state to obtain the
necessary drugs used to carry out a lethal injection ordered
sentence. That bill was ultimately postponed indefinitely by the 2015
Legislature.

As additional background, the last execution performed in Wyoming was in
1992. There has not been anyone on death row in Wyoming since November of
2014. Our Agency does not have any lethal injection drugs presently on
hand and has had no success in identifying a reliable source for procuring
them.

In accordance with our fee schedule for the release of public information,
which was provided to you on October 3, these documents can be copied and
mailed to you for .90 (.10 a page). Alternatively, these documents can be
scanned and emailed to you for $9.00 ($1.00 a page). Payment should be
sent in the form of a check or money order, payable to the Wyoming
Department of Corrections. Please submit payment to the following
