Pursuant to the Wyoming Public Records Act, I hereby request the following records:

All records pertaining to Environmental Protection Agency (EPA) Administrator Scott Pruitt. The scope of this request includes the Governor, any employee in the office of the Governor that coordinates the Governor's schedule, the Governor's Chief of Staff, the Governor's Washington Representative (if applicable) and any other employee within the Governor's office that has communicated with the Environmental Protection Agency. The search for records should include emails, attachments (both sent and received), agendas, notes, minutes, scheduling records, text messages and material obtained in person at events and/or meetings with EPA Administrator Scott Pruitt and/or a member of his staff at the department.

The search for records may be limited to those sent and received between March 1, 2017 and the date of your final response. Please exclude all press clips.

Please note that this request includes all emails sent and received on official state email accounts, as well as any other email accounts that have been used for official business.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Jamie,

Thank you for your inquiry. You ask which employees in the Governor's
Office were included in the search. In this instance, you identified the
Governor, any employee that coordinates the Governor's schedule, the Chief
of Staff, the Governor's Washington representative (if applicable) "and any
other employee within the Governor's Office that has communicated with the
Environmental Protection Agency."

Since the scope of your request included any employee that communicated
with the EPA, the ETS search included any and all employees of the
Governor's Office. The inclusive search was necessary because otherwise
there is no practical and accurate method to determine which employees
communicated with the EPA and which employees did not do so.

I will contact the Attorney General's Office and ask that Enterprise
Technology Services conduct a new key word search using the names of
Governor Mead, Chief of Staff Gray and the Governor's Scheduler, together
with Administrator Scott Pruitt. It could take a few days in view of the
holiday season. I will give you a new estimate at that time.

Enterprise Technology Services completed its new key word search. The
number of possibly responsive emails should fall under the $180.00
threshold for record construction costs. As such, there will be no charges
and no pre-payment is required under the uniform rules. I anticipate that
my review of the records and conversion of responsive emails to a disk
should be completed in January 2018.

Dear Ms. Corey:

This email is in response to your public records request received by the
Governor's Office on October 13, 2017. You requested all records pertaining
to EPA Administrator Scott Pruitt. You limited the time frame from March 1,
2017 to the date of final response. You excluded all press clips. You
indicated that the scope of your request included the Governor, any
employee in the office of the Governor that coordinates the Governor's
schedule, the Governor's Chief of Staff, the Governor's Washington
Representative (if applicable) and any other employee within the Governor's
office that has communicated with the Environmental Protection Agency.

In a letter dated December 11, 2017, I indicated that ETS identified 5,909
emails that the Governor's Office must review to determine whether they are
responsive, unresponsive or included under an exception to the Wyoming
Public Records Act. Under the provisions of Chapter 1 of the rules of the
Governor's Office, I indicated that our estimate of the costs of production
and construction is $645.50, less the $180 threshold, for a balance owed of
$465.50. I indicated that pre-payment of the estimated cost must be
tendered before the Governor's Office produces or constructs electronic
records for your inspection.

You responded by email on December 19, 2017, narrowing the scope of your
request to Governor Mead, the Governor's scheduler, Chief of Staff and the
Governor's Washington representative (if applicable). You specifically
excluded "any other employee within the Governor's Office that has
communicated with the Environmental Protection Agency."

The ETS keyword search in response to your narrowed request substantially
reduced the pool of emails to be reviewed by the Governor's Office. We have
finished our review and production of records responsive to your request.
We identified twenty-three (23) pages of records responsive to your
request. The documents are attached. We excluded no documents under
exceptions to the Wyoming Public Records Act.
