Current human resources policy manual

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

My apologies on my delayed response. Presently we do not have a formal policy and procedures manual for Human Resources. Is there a particular policy that you are looking for or are you looking for all city policies? We do offer information on our city website under Human Resources and also under the City Clerk's office under the City of Worcester ordinances. With a little more information, I should be able to provide you with what you need but unfortunately, we do not have a formal policy and procedures manual. Hi Shawn: I had my staff put together the welcome package and the orientation materials and the stack is about an inch and a half thick. It includes all our information about healthcare and voluntary benefits such as the cafeteria plan and life insurance. I cannot scan all of that. Hi Shawn: as per my previous email, we are working on updating our personnel rules and regulations. That being said, the update is based on our old personnel rules and regulations which took effect in 2000 and amended in 2008. Please let me know what you are looking for. The 2000 personnel rules and regulations, the amended 2008 rules and regulations and completely separate is the new employee welcome package which outlines all employee benefits. Let me know. Shawn: Attached please find the policies and procedures manual from
2001 and the revised from 2008. The new employee package will be sent
to you via snail mail.

Please note that these policies and procedures are the baseline and are
to be used for all city of Worcester employees except those covered by a
union contract. That being said, some contracts refer to the policies
and procedures. The union contracts are online at
http://www.worcesterma.gov/e-services/document-center/human-resources .
The unions we work with are Local 495 NAGE, Local 911 Police Officers,
Local 504 Police Officials, Local 170 DPW Clerks and the Worcester
Clerical Association. In prior years, we had a contract with the MNA
but we are down to one Nurse who may be joining Local 495, NAGE. Each
contract is different so you will have to look at each one.
