To Whom It May Concern:

Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

Any and all digital records (including but not limited to emails, text messages, PDF files, social media posts, etc.) concerning a real or potential shortage of COVID-19 testing supplies in Wisconsin and/or an estimated timeline on when said COVID-19 testing supplies are expected to be in sufficient supply to meet the general public's demand for COVID-19 testing to the degree necessary to alleviate the COVID-19 pandemic in Wisconsin.

By "COVID-19 testing supplies", I mean any medical supplies necessary for doctors to administer tests to patients either to diagnose the patients with COVID-19, or to determine whether they have already recovered from COVID-19.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I would like to amend the part of my Wisconsin Open Records Act request that reads: "...either to diagnose the patients with COVID-19 or to determine whether they have already recovered from COVID-19."

I would like to change it to: "...either to diagnose the patients with COVID-19 or to determine whether they possess immunity to COVID-19 (such as through antibody tests or any other methods that might be used to test for immunity)."

Thank you for your follow-up email about a possible timeline for fulfilling your open records request. We appreciate your concerns and are in the process of reviewing our records to determine what would be responsive records. We support the public's need for information and want to provide you the information you are requesting; however, it has been difficult to find those records. It would be helpful if you could provide some specificity to your request, i.e., names of staff to search for emails or key words/terms to search.

We have been inundated with open records requests and are working through them as quickly as possible. We strive to respond to open records requests as soon as possible. We anticipate that it will be at least 2 to 3 weeks before we will be able to respond to your request. Your continued patience and understanding is appreciated.

Good afternoon, Mr. Tidmarsh,

Thank you for your follow-up email about a possible timeline for fulfilling your open records request. We appreciate your concerns and are still in the process of identifying responsive records. I am working with the subject matter expert (SME); however, many of the open records requests that we are responding to are very large and complex and are taking a considerable amount of time to review. For that reason, it is difficult to project a definitive timeline for completion. I will connect with the SME to get a better timeline.

We have also updated our website with a lot of information regarding COVID-19. I intend to review the website to see if any information is available there that would be responsive to your request.

As a follow up to your April 18, 2020 request, we pulled the records responsive to your request; however, as we were reviewing the records the file became corrupted. Out IT staff are working on the file in hopes that we do not have to start over. Unfortunately, I do not have a timeline as to when we will be able to provide you a response. I am hopeful that it will not be long.
