Dear Senator Chris Larson,
Pursuant to the Wisconsin Open Records Act, I hereby request the following records:

All electronic communication between you and your staff and representatives of We Energies, WEC Energy Group, Wisconsin Utilities Association, Madison Gas & Electric, WPPI Energy. The search for records should include emails along with attachments (both sent and received). The domains for the entities are "we-energies.com"; "wecenergygroup.com"; "wisconsinutilities.com"; "mge.com"; "wppienergy.org". The timeframe of this search is limited to December 1, 2017, through the processing date of the request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not. However, I am requesting a fee waiver. The organization I work for, the Energy and Policy Institute, is a clearinghouse of information and can qualify as a representative of the news media. There are several examples of public record requests that have been provided to my organization and that were then published on our website to inform journalists publishing articles. Also, I have accounts with news outlets including Huffington Post and Republic Report. Dear Mr. Kasper,

This letter is to acknowledge receipt of your open records request to Senator Larson received on August 1, 2018.

Your open records request covers government-related emails from December 1, 2017 through August 2, 2018. Specifically, "all electronic communications between you and your staff and representatives of We Energies, WEC Energy Group, Wisconsin Utilities Association, Madison Gas & Electric, WPPI Energy"

Requests for records are generally responded to on a first-come, first-served basis. Staff members have multiple job duties to fulfill in addition to responding to such requests. We will reply to you in a timely manner as required by law. The Attorney General has opined that 10 working days is an appropriate time frame for response to a simple request.

Also please note, Senator Larson typically provides records in hard copy. Please be advised that, pursuant to Senate policy, with hard copies a copying fee may be assessed at the rate of $.15 per page, as will the cost of locating the requested documents if staff time to search exceeds a cost of $50.00. When fees are assessed, Senator Larson requires prepayment of fees (See s. 19.35 (3), Stats.). Per your request we will alert you if estimated fees will exceed $25.

Given that your request is just for electronic communications, your preference for electronic files, and the limited scope of your request we will fulfill this request electronically.
