To Whom It May Concern:
Pursuant to Wisconsin's Open Records act, I hereby request the following records:
This request has a date range of January 1st 2013 to the date this request is processed.
All policies, rules, and regulations regarding the entering of homes. This is not just a request for policies regarding when officers can enter homes, with a warrant or without, although that too is included, but this is a request for information on the regulations regarding how police can do that, what they can and cannot do.
-All complaints the Department has received in the time frame noted above from citizens who had their homes entered by officers. That is to say, this is a request for complaints regarding domicile entrance by police.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.
Sincerely,
Curtis Waltman

Mr. Waltman,
This is a response to your Open Records Request we received on October 3, 2017 where you are requesting the following information from January 1, 2013 to present:
* All policies, rules, and regulations regarding the entering of homes. This is not just a request for policies regarding when officer can enter homes, with a warrant or without, although that too is included, but this is a request for information on the regulations regarding how police can do that, what can and cannot do. The Wisconsin State Patrol does not have a policy, rule or regulation regarding the entry of homes. We follow the rules and regulations set forth by the Wisconsin Department of Justice - Law Enforcement Standards Board. This is part of the Constitutional Law portion of training that all of our Troopers and Inspectors take part in during their training as cadets.
* All complaints the Department has received in the time frame noted above from citizens who had their homes entered by officers. That is to say, this is a request for complaints regarding domicile entrance by police. At this time, we are looking into our complaints to see if we have received any specific to your request. At this time, I have found none, but am doing a more exhaustive search on this and will report back to you on this as soon as I can.
Thanks!
