Pursuant to North Carolina Public Records Law (G.S. ยงยง 132-1 through 132-10), I hereby request the following documents:

Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox". including:
-Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers
-Department policies and procedure regarding the use of IMSI catcher technology
-policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I just called to return your voicemail message from last week when I was out of town, but reached your voicemail.

In your message to me, you stated that you had been provided information that the Winston-Salem police department does not have the "Stingray" equipment in question, and therefore does not have materials to produce in response to requests from you and also from Brandon Smith as to this equipment, but that you wished to confirm this information with me. The information you were provided is correct: the Winston-Salem Police Department does not own or possess such equipment and does not have documents that are responsive to your requests. I hope this is now a sufficient response, but please feel free to contact me directly with any further questions or any further requests for information.
