Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

1. any requests for proposals, contracts, budgets or cost allocations for the purchase and/or use of $658,000 "Mine-Resistant Vehicle" on inventory;

2. any policies, guidelines, manuals and/or instructions on department use of a "Mine-Resistant Vehicle", including on the legal process required, if any, before operating;

3. any departmental records concerning this department’s use of said Vehicle (in the field or otherwise) now, or plans to use in the future;

4. the anticipated scenarios of a Mine-Resistant Vehicle's use in the field

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

To:  Matthew GuarigliaFrom:  Chief Maruzo-BolducRef:  MRAP ("Mine-Resistant Vehicle")1.  The Willimantic Police Department MAXXPRO MRAP was acquired as part of the national 1033 program.  The MRAP was awarded to those police departments that have a SWAT (special weapons and tactics) or SOG (special operations group) teams.Our vehicle was acquired at Ft. Drumm, NY in 2013.  There are no specific proposals, contracts or budget items associated with this vehicle.  We have no cost allocations, or budget line items associated with the vehicle.  2.  We have a drivers training / instruction on CD Rom.  The cost of the CD is the standard $35.00.  The drivers training power point included in the CD has been approved by the 1033 program from Battle Creek MI.  3.  The Willimantic Police Department MRAP has been utilized for monthly SWAT training scenarios, Touch a Truck Day and other type community events.4.  The Willimantic Police Department MRAP was acquired after an officer was shot in 2013 and we had difficultly evacuating the office from the scene, at that point it became apparent that a "rescue vehicle" would be an excellent resource.   The "anticipated scenarios" for the MRAP include:  Active Shooter scenario, Office down in need of medical, and /or citizen rescue.   Additional information can be acquired through the department Public Information Officer Corporal Stan Parizo.Respectfully,Chief L.
