Pursuant to the Maryland Public Information Act, I hereby request the following records:

1. All information reported to the Maryland Police Standards and Training Commission regarding Serious Police Officer Involved Incidents and Officers Disciplined as required by Public Safety Article §3-207(b)(1) in 2017 and 2018.
2. All traffic stop data reported pursuant to Maryland Transportation Article, § 25-113 for stops made in 2017 and 2018.
3. The total number of civilian complaints reported in 2016, 2017, and 2018 (separated by year).
4. The total number of civilian complaints sustained in 2016, 2017, and 2018 (separated by year).
5. The total number of uses of force reported in 2016, 2017, and 2018, separated by type of force used for each year (separated by year).

Note, I’m requesting aggregate statistics or these requests, which does not include identifiable or protected information regarding complaints, officer personnel records, or use of force.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Sinyangwe,

My name is Jessica Murphy and I am in receipt of your PIA request dated 9/16/19 pertaining to information with regards to MD Public Safety Article 3-207 (b) (1) in 2017 and 2018, traffic stop data reported pursuant to MTA Article 25-113 for traffic stops reported in 2017 and 2018, the total number of civilian complaints reported in 2016, 2017, and 2018. The total number of civilian reports sustained in 2016, 2017, and 2018, and the total number of use of force reports in 2016, 2017, and 2018.
Unfortunately, I am unable to separate out all the traffic stops pursuant to MTA Article 25-113 as we do not record them in that manner. The number of civilian complaints handled by this agency in 2016 was 4, 1 in 2017, and 1 in 2018. Of those complaints reported 1 was sustained in 2016, 0 were sustained in 2017, and 1 was sustained in 2018. I am going to have to check on the use of force reports reported for 2016, 2017, and 2018 as we just switched to an automated system this year and all prior years were not electronically submitted into the system. I will see if we can hand count or if someone else has the quantifiable total for each year.
Please keep in mind we are a small agency (90 sworn) located in a rural area and we are not affiliated with our detention center like most other Sheriff's Offices. If you need their data I would suggest you make the same request to the Wicomico County Detention Center via a PIA request located at our County's website www.wicomicocounty.org<http://www.wicomicocounty.org> click on the transparency portal and click on public information request link. There is an electronic form you can fill out and submit to make this easier on you.

I am reporting back to you in reference to the requested information, "5. The total number of uses of force reported in 2016, 2017, and 2018, separated by type of force used by each year (separated by year)." Unfortunately, we did not categorize or tabulate our use of force reports in an electronic system until the middle of last year. Therefore, I can only tell you that we had 16 use of force reports for 2018 from the point we started using the electronic system until 12/31/2018.
