Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

1) Copies of any discharge papers for failed K-9 dogs from January 1, 2013 to the date this request is processed;
2) Any photos of the aforementioned K-9 dogs training;
3) Copies of any notes written about failed K-9s.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Please consider this the City of Westfield's response to your request made pursuant to M.G.L. c. 66, Sec 10, the Public Records Law.

In my capacity as Records Access Officer, I have made every reasonable effort to retrieve all of the documents that were requested and in the City's possession and control. Pursuant to the new public records law, we have 10 business days to comply with the request. You requested the following "Copies of any discharge papers for failed k-9 dogs from January 1, 2013 to present, any photos of the aforementionedk-9 dogs training, copies of any notes written about failed k-9s." Please be advised that to the best of our knowledge, we are not in possession of any such documents.

The City of Westfield is not charging any fees for the attached records production.

Please be advised that if you feel that the City has not complied with the Public Records Law's requirements, you have the right to appeal to the Supervisor of Public Records pursuant to M.G.L. c. 66, § 10A (a) and the right to seek judicial review of an unfavorable decision by commencing a civil action in the superior court pursuant to Section 10A(c).
