Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Dear Public Information Officer,

I am writing to submit a Freedom of Information Act (FOIA) request seeking specific information and records related to training courses offered to officers by the Westchester County Department of Public Safety. Specifically, I am interested in training courses that cover compliance and racial bias awareness. This request covers the period from 2021 to 2023. The requested information includes, but is not limited to:

Training Courses:
a. A comprehensive list of all training courses offered to officers covering compliance and racial bias awareness within the specified timeframe.
b. Detailed course descriptions and syllabi for each training course, including topics covered and learning objectives.
c. Information regarding the providers or organizations responsible for conducting these training courses.
Completion Records:
a. Records of officer participation and completion of each training course, including dates of completion.
b. Documentation verifying the successful completion of each training course, such as certificates or completion reports.
c. Any evaluations, feedback, or assessments collected from officers regarding the training courses.
Course Provider Information:
a. Agreements, contracts, or memoranda of understanding with external training providers or organizations.
b. Records of any payments made to training providers for the courses offered.
c. Any communications or correspondence between the Westchester County Department of Public Safety and the training providers.
To ensure a comprehensive search, please include all relevant departments, units, and training divisions within the Westchester County Department of Public Safety.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Attached are the documents in the possession of the Westchester County Police that are responsive to your request.

For the time period mentioned, recruit school contained Implicit Bias and Cultural Diversity training. Curricula/lesson plans attached. These courses are taught be WCDPS staff.

As they are part of the recruit curriculum, BCPO completion certificates would be the “proof” that they completed the training. We have attached the certificates so far that have been issued by DCJS (some are still pending). We do not have access to other departments’ recruits certificates.
