To Whom It May Concern:
Pursuant to the West Virginia Freedom of Information Act and the West Virginia Open Governmental Proceedings Act, I hereby request the following records:
1) Copies of all Forms FIIA-09 (Application for Transfer or Sale of Tax Credit) submitted to the West Virginia Film Office since Jan. 1, 2016. If the office maintains a database that comprehensively includes the information contained in those applications -- including the amount paid by the transferee to the transferor for the credit -- a copy of that database would satisfy this request.
I ask that all fees be waived for this request as I am a journalist employed by the Lowell Sun and I intend to use the requested records to publish articles in the public interest and not for any commercial purposes.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
