Pursuant to the West Virginia Freedom of Information Act, I hereby request the following records:

1) Records describing the number of juveniles in the state custody reported to the infirmary or other medical assistance between September 2019 and the date of the processing of this request

2) Records describing the number of juveniles in state custody reported respiratory/breathing issues, flu-like or pneumonia-like symptoms between September 2019 and the date of the processing of this request

3) Records describing the number of juveniles in state custody who were referred to a higher level of care, how many were sent to outside facilities, how many outside medical personnel visited each juvenile facility between September 2019 and the date of the processing of this request

4) Records describing the number of COVID-19 tests each juvenile facility has performed, how many ordered, the process for testing between September 2019, and the date of the processing of this request

5) Records describing monthly juvenile facility populations between September 2019 and the date of the processing of this request

6) Records describing the number of juveniles in state custody released each month between September 2019 and the date of the processing of this request

7) Emails and memos from senior management/leadership on the compassionate release of juveniles in state custody due to COVID-19 between September 2019 and the date of the processing of this request

8) Compassionate release guidance for juveniles in state custody both general and specific to COVID-19, released or in effect between September 2019 and the date of the processing of this request

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

First on January 29, 2021 via email and then again on February 1, 2021 by

To the extent you consider any part of this response a denial, the
responsibility of the West Virginia Division of Corrections and
Rehabilitation to respond to your initial request is at an end. If you
