Any and all written records (including but not limited to hard-copy documents, memos, emails, word processor documents, PDF documents, PowerPoint files, etc.) created or written by members of the police department between January 1, 2020 and the date this request is processed (inclusive of those dates) which contain one or more of the following words, terms, or phrases (case-insensitive):

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Dear Requestor:

As you may recall from our email on October 28, 2020, this firm represents the City of Waukegan as Corporation Counsel. Accordingly, we are responding to you on its behalf. As you may expect, the City has received a substantial number of FOIA requests for materials related to the officer involved shooting on October 21. Each of these requests seeks roughly the same information— reports, videos, 911 audio, and HR files for the officers involved. While the City is committed to a full and transparent response disclosing all material in our possession with only limited redactions of personal information pursuant to FOIA sections (7)(1)(a), (b), and (c) (including information such as social security numbers, addresses, personal phone numbers, etc.. In addition, pursuant to 22 CFR 40.5 and Illinois Administrative Code Section 1240.80, all information from NCIC and LEADS databases has also been redacted). Individual release of documents to each requestor would be unduly burdensome on the City. In order to best meet the deadlines set forth by the Illinois FOIA, the City is making available the files in its possession that it calculates to be responsive to the bulk of these requests.
