Pursuant to the Illinois Freedom of Information Act., I hereby request the following records:

Documents created or issued from February 15, 2020 to the date this request is processed related to novel coronavirus (Covid, Coronavirus, COVID-19, SARS-CoV-2) or any other contagious airborne pathogens and policies, procedures, and protocols to mitigate infections of COVID-19 or any other contagious airborne pathogens.

Please search specifically for:

1) Policies documents, including guidelines, protocols, directives, opinions, charts, diagrams, training manuals and/or instructions.
2) Communications sent to all staff describing any guidelines, protocols, directives, opinions, charts, diagrams, training manuals and/or instructions.
3) Documents posted for staff to see describing any guidelines, protocols, directives, opinions, charts, diagrams, training manuals and/or instructions.
4) Documents or webpages that include the term COVID posted to staff Intranet pages or other internal-only websites.
5) Any presentation materials, including PowerPoints, videos, & talking points, used to update staff on COVID mitigation policies.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you for contacting the Waukegan Public Library (WPL) with your request for information pursuant to the Illinois Freedom of Information Act, 5 ILCS 140/1 et seq.

On 10/29/2021, you requested the following documents:

The Library received your FOIA request dated October 29, 2021 on November 1, 2021. The library also received a duplicate request on that same day. The Library must respond to your FOIA request within 5 business days of receiving the request. (5 ILCS 140/3(d)). Thus, the original deadline by which the Library must respond is November 5. Under the Freedom of Information Act, a public body may extend the time to respond to a FOIA request by up to 5 business days for a limited number of reasons. 5 ILCS 140/3(e). We are extending the time to respond to your request by 5 business days for the following reason(s):

_X_In order to determine whether the requested records are exempt under Section 7 of FOIA or must be redacted in part before they are disclosed, we must have the documents reviewed by WPL Counsel.
_X_ We cannot comply with the request for records within the 5 business day time limit without unduly burdening or interfering with our operations.

FOIA provides the Library with a one-time, unilateral right to extend its response deadline by up to 5 additional business days. (5 ILCS 140/3(e)). Thus, the Library will provide a substantive response to your FOIA request by November 12, 2021, pursuant to 5 ILCS 140/3(e).
