Mr. Gregg,

Washtenaw County is in receipt of your emailed Freedom of Information Act request dated November 29, 2020 therefore received November 30, 2020 requesting the October monthly extract files from Michigan Department of Correction's Jail Population Information System (JPIS), as describe in the link you provided (listed in original request below).

Your request is denied as no records exist in Washtenaw County that meets your request for the October JPIS extract files. After consulting with the Office of the Sheriff, Washtenaw County has not reported JPIS data to the state since approximately 2010, when the County transitioned to a new Jail Management System. To further clarify, the State was experiencing problems with their third party vendor which couldn't enable the County to send it's data. If you view their website, you will see they don't have any reports since 2010. Therefore, pursuant to the Act, I certify to the best of my knowledge no record exists or are available that would satisfy your request for the JPIS October report.

In accordance with the Act, I am providing you the links to Washtenaw County's written FOIA Policy and related information relative to the Freedom of Information Act. This information is available at https://www.washtenaw.org/1128/Freedom-of-Information-Act

If you disagree with this decision or the fees, you may submit a written appeal specifically stating "appeal" and stating the reasons for appeal, to the County Administrator or seek judicial review under Section 10 of the Act within 180 days after the County's final determination. Within ten (10) days of receiving a request for an appeal, the County Administrator shall (a) reverse the denial; (b) issue a written notice upholding the denial; (c) reverse in part and uphold in part by written notice; or (d) issue a notice extending by ten (10) business days the time to decide the appeal.

If after judicial review, the Circuit Court determines that the County has not fully complied with the disclosure requirements, the Court shall award reasonable attorneys' fees, costs and disbursements. If the Court determines that the County has arbitrarily and capriciously violated the Act, it will also award punitive damages of $1,000.00.

A copy of this request will be kept on file for no less than one (1) year.

Thank you very much for researching this issue! Was there any successor system to JPIS? Does the County send jail data to the State on a regular basis in some other fashion?

Hello Mr. Gregg,

In response to your inquiry, Washtenaw County uses XJAIL. The County does not send jail data to the State. You may visit the Office of the Sheriff's website for inmate data. https://www.washtenaw.org/1124/Sheriff
