Records (including scripts/"code" from statistical software, if applicable) sufficient to illustrate the procedure(s) used to re-assess residential & commercial property from 2000-2020, including what underlying years of data, variables, and statistical software were/are used in mass appraisal. I also request records sufficient to explain any changes made to the assessment procedure(s) during this time frame.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

​Procedures used to reassess residential and commercial property are set in Nevada Revised Statutes Chapter 361 which can be found at leg.state.nv.us/NRS/NRS-361.html
Specifically, NRS 361.227 identifies the way in which taxable value is determined and NRS 361.260 explains the frequency and method of assessing property for taxation in Nevada.
Although NRS 361.260 states property must be reappraised once every five years, Washoe County reappraises annually and has done so for over a decade.
Any codes and scripts are proprietary information and are not owned by Washoe County.

Hi Cori,

Thanks very much for the helpful pointer to the relevant statute. If I may, I'd love to ask 2 follow-up questions:

(1) NRS 361.260 states that the reappraisal process shall consider "comparable sales of land before July 1 of the year before the lien date". I understand the lien date in Washoe County is usually July 1. So are taxes with a lien date of July 1, 2021 based on comparable sales from Jan 1- June 31 of 2020? That is, is the comparable sales calculation always based only on the first 6 months of the year, or do you use the full prior year's worth of sales (or maybe even previous year's sales as well)? The statute seems to support either interpretation.

(2) To what company does Wahoe County outsource it's mass appraisal process? (Completely understand if I need to file a different request to find this out, but thought I'd ask!)

Hi again Lucy,

I apologize for never responding to your follow-up questions. I don’t show record of receiving the email.

1) Comparable sales can be used for up to 3 prior years per regulation and permission can be granted by the Tax Commission to use up to 5 years of sales if necessary. With the changing market we prefer to use one year ( July 1, 2020 thru June 30, 2021 for the 2022 reappraisal) whenever possible.

2) Washoe County does not outsource reappraisal. We have 18 certified appraisers on staff that are each assigned around 10,000 parcels per year.
