Pursuant to the Government Records Access and Management Act, I hereby request the following records:

Policies, procedures and/or documents pertaining to indexing for FamilySearch, otherwise known as Intellectual Reserve, Inc., a genealogical non-profit operated by The Church of Jesus Christ of Latter-day Saints (LDS), by inmates within facilities run by the Washington County Sheriff. This includes any documents regarding Family History Centers operated within such facilities, and any documents referencing the LDS division named LDS Correctional Services, or the new LDS division named FamilySearch Correctional Facility Services.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

We do not have a policy relating to the LDS FamilySearch. The LDS church provides the laptops and an IT person that installs firewalls, only allowing inmates to use the FamilySearch site. It is included in our general programming. Any inmate eligible for programming, regardless of religious affiliation, is allowed to use this service. We do not track their usage or keep copies of their searches.

Just as a clarification, you state that there is no policy relating to the LDS FamilySearch, but that "the LDS church provides the laptops and an IT person that installs firewalls, only allowing inmates to use the FamilySearch site" as it is included in your general programming, and is something open to all inmates. Are these inmates indexing records for LDS FamilySearch and/or are they using them for personal research?

When they do indexing there is just a bunch on names, they do not do personal research.

Ok. So, to make sure I've got this right, LDS FamilySearch has a program at the jail but you do not have a policy relating to it, like a signed memorandum of understanding between the jail and LDS Family Search. Is that correct? An example of the memorandum of understanding which I recently received from the Duchesne County Jail through a public information request is attached as an example.
