Downeast Correctional Facility closure records.

To Whom It May Concern:

Pursuant to the Maine Freedom of Access Act ("FOAA"), I hereby request the following records:

Absolutely any and all materials related to the closure of the Downeast Correctional Facility.

Please include all directives, protocols, and procedures received by or created by this agency related to the closure or transfer of inmates at the Downeast Correctional Facility, including all orders and notices sent either to or from this agency in anticipation of the closure and any other preparatory materials provided by the State in advance of February 9, 2018.

Please include all communications sent or received by representatives of this office to representatives of the facility for the period from January 1, 2018 through February 11, 2018, including all emails, letters, memos, and other communications containing the phrase "Downeast Correction Facility," "Down East Correctional Facility," or "DECF."

Please provide materials on a rolling basis, as they become available.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. § 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
