Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Requests for ORCA (One Regional Card for All) usage records, responses to those requests, and associated metadata.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

I would like to review the records in person. Where on your website are your office's customary business hours published as required by [RCW 42.56.090][1]? Please provide a URI for the relevant page. I searched your website and found [office locations][2] but I do not see customary business hours published there.

I did not, as your June 29 letter from Public Records Officer Teri Lapetino states, write to request an appointment to review records. I wrote to ask you where you have published your office's customary business hours. Thank you for acknowledging that until I prompted you to post those hours you were in violation of the Washington State Public Records Act ("the PRA"), which [requires that they be published on your website][1].

I would prefer that you digitize and send the records via e-mail attachment. Given that you are unwilling to do so, I will visit your office to review the records in person when I find time to do so. I work weekdays in an office not far from yours. The PRA requires that you make such records available for review during your customary business hours, which [your website now states][2] to be Monday through Friday from 8:00 a.m. until 5:00 p.m.
