To Whom It May Concern:

On February 25, 2016, in response to a public records request I filed, Q'Deene Nagasawa at Sound Transit wrote via [e-mail to me][1] that any of a class of public records I requested (those digital photographs taken by your staff while indiscriminately investigating passengers for fare evasion and conducting warrantless searches of the content of passengers' RFID transit cards) are regularly destroyed by staff minutes or hours after their creation. ("There are no photographs on cameras used by staff. All photos are deleted at the end of each shift.")

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request your agency's records retention schedule and related policies and operating procedures.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Phil Mocek
