Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

All correspondence (including, but not limited to initial request and SoundTransit response) made in the course of handling the public records request referenced in a recent email to certain ORCA cardholders, with subject line "A note about your ORCA email address" and the following text:

> This e-mail is to inform you of an unfortunate error in processing a request
> for public records that resulted in the inadvertent release of your email
> address. We at Sound Transit deeply regret this mistake. Please know that no
> other information – no home addresses, phone numbers, identifying data, or
> financial information – was released.

> Sound Transit serves as the administering agency for the regional ORCA Card
> program. Most of the e-mail addresses involved in this error belonged to
> ORCA card holders who in 2011 were e-mailed about a customer survey.
> Following the recent records request, which sought e-mail addresses on file
> with Sound Transit, your address was inadvertently pulled from a system used
> to send out rider and project alerts. While Washington State law requires
> that the vast majority of public records be released in response to
> disclosure requests, ORCA-related data is exempt from this disclosure
> requirement.

I am not particularly interested in the email addresses themselves, so it would be acceptable if those were redacted. However, I am interested in the form of the response and any metadata released in association with customer email addresses.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

We received your request on August 31, 2016 even though you stated you sent it before this. You can also submit records requests through our website following this link:

Given our staffs' workload, vacation schedules, and the number of requests we are currently handling, we estimate that it will take another 4-5 weeks to identify and to gather additional responsive records. We will contact you when we have completed our search.

This is in response below. We have gathered 353 mb worth of responsive documents. We can copy these onto a disc for you. Please send $3.75 to cover copy and mail charges. Make your check or money order payable to Sound Transit, 401 South Jackson, Seattle, WA 98104 and reference PD16-412 on your check/money order. Once we receive payment we will copy the records to a CD and mail it to you. If you would rather review the records here at Sound Transit, please contact me to schedule an appointment during normal business hours.

If we do not hear from you or receive payment by August 2 , 2017, we will conclude you no longer want these documents and will close this file.
