From: Phil Mocek

To Whom It May Concern:

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Public disclosure legal log (log of public records requests received by your agency, along with classification, time dedicated to processing each request, current status, final resolution, etc.)

If this record exists in electronic form, I request that you not create a new record for me (e.g., by printing your electronic record then scanning it to make a series of images of the printed data) but provide the electronic record itself in its native format.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Phil Mocek

From: Dolan, Gretchen (WSP)

Mr. Mocek,

The Washington State Patrol has received your records request (below). Attached please find a copy of the public record(s) responsive to this request. This report contains information on all of the records requests processed by the WSP for 2014 year to date. If there is another time frame you would like these records for, please provide clarification on the dates. This report does not contain the category you have request below of “classification”. We do not use this term relative to public records requests. Please clarify this term if there is something we can provide you that would adress this item for you.

No information has been redacted or withheld from these records. If you have questions, please contact me in reference to PD-14-1055-0243.

Sincerely,
Gretchen Dolan, CPRO

Ms. Dolan:

I reiterate my request for your public disclosure legal log (all of it; not a subset of it filtered by year and/or by fields) in its native electronic format (not a PDF).

Cordially,
Phil Mocek

Mr. Mocek,

Thank you for your response.

Pursuant to RCW 42.56.520, we request clarification on your request for “legal log”. Perhaps it would help to explain how we record and track records requests. WSP records requests are recorded in an in-house BMC Remedy based database that can be queried and pull reports. The report provided to you contained all of the elements you requested (excluding categories, which is not a term we use in our database) for the current year. We can provide you with this report in another readable format if you would prefer, or for other years as indicated in my original response. Please let us know if you would like this report in Excel. Additionally, the database contains over 142,600 requests/entries dating from 2003.

It may be possible to retrieve information related to other data entry fields in a SQL table, however Remedy converts some of that data to numerical values. For example, the attached table shows one complete entry in the system. As you can see, several fields are not converted in plain text. The is how Remedy converts the data.

If you would like to come to my office in Olympia and see the database (live system) in native format, please let me know and we can schedule an appointment.

Once we receive clarification on the term “legal log”, we will be happy to further assist you.

Sincerely,
Gretchen Dolan, CPRO
