Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:
Public comments on initial draft rules for I-502 implementation (published May 15, 2013) received by the Washington Board of Alcohol and Cannabis.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Sir or Madam:
On June 20, 2013, Melissa K. Norton wrote that my "comments can be found on page 608 - 609." That is incorrect. Pages 608 and 609 include the body of an e-mail I sent. As I wrote in the first sentence of that e-mail, my comments were in a plain text file attached to that e-mail. I don't believe those comments are among the records you provided to me in response to my request for all such records.
I understand that the omission of those comments from responsive records provided by your office was likely an honest error on your part. Nonetheless, it is clear to me that my request for all comments did not result in you providing all the records I requested. I have no way of knowing whether or not *other* records are missing in your response, accidentally or intentionally.
