The requested documents will be made available to the general public, and this request is not being made for commercial purposes. This is part of a journalism project to report on a matter of public safety and interest, so I respectfully request a fee waiver. However, I authorize fees of up to $300. If the cost will exceed that, please call me to discuss before proceeding.

Hi there Tina,
Thank you for following up so quickly. I realized too late that I sent a version of the request to you that wasn’t exactly right. It is correct that none of those people is an employee of HCA, however I do have reason to believe there would be correspondence between any number of those people and HCA staff. That is my mistake, and I apologize. I was in the midst of a very complicated move and sent it off too hastily.
A little background — Dr. Franklin is the Medical Director of LNI and a professor at UW. However, he is also a member of Agency medical Directors’ Group, a coalition of medical directors from state agencies who write the opioid prescribing guidelines for doctors who treat patients in state-funded healthcare, such as DOC inmates, workers’ comp recipients and Medicaid patients. As such, his work is closely linked to that of HCA, and it stands to reason that he would have contact with members of your staff including your medical director and their staff, as well as researchers and people who track health and vital statistics related to the administration of Medicaid. I believe HCA also helps to administrate AMDG.
The other people I listed are colleagues of Dr. Franklin from UW and a couple of anti-opioid activist groups that have been heavily involved in shaping of opioid policy in WA. He works closely with them. Washington’s AMDG opioid prescribing policies were precedent-setting, and served as the model for for opioid legislation, rulemaking and policies in many state governments, at federal agencies, and at many private insurers and healthcare systems. Therefore, it is highly likely that there is a great deal of correspondence with your staff.
If I need to further clarify or re-write this request, please let me know. I will be happy to do so, as I’m pretty confident you will have responsive records. I may be a bit slow to follow up — I just helped my partner move to San Juan Island and he has no internet and no phone signal for a few more days. So it goes when you move to a breathtakingly expensive rock in the middle of the ocean, I guess.
