To Whom It May Concern:

Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

First, I would like to commend the State of Washington and the Liquor Control Board for providing very detailed marijuana sales and tax data on their website. The data you have is much more detailed than Colorado.

As good as it is, I am looking for additional data as collected by your BioTrackTHC supply chain management system. The BioTrackTHC bAPI documentation linked below, there are a number of data points listed that would be particularly useful for marijuana industry entrepreneurs trying to plan their business, specifically the Inventory data in Chapter 5 of the API documentation.

I would like to request all data collected by BioTrackTHC as listed in the API documention for each licensee (Producer, Processor, and Retailer) since they began operation.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Sincerely,

Richard Hewitt

Dear Mr. Hewitt:

The Washington State Liquor Control Board (WSLCB) received the public records request that can be seen below on April 16, 2015. This letter responds to your request under RCW 42.56.520 and WAC 314-60-085<tel:314-60-085>. Please use the above Request ID# when contacting us about this request.

You asked for the following: “I would like to request all data collected by BioTrackTHC as listed in the API documention for each licensee (Producer, Processor, and Retailer) since they began operation.

We are providing you with a link to the April monthly traceability data report. This link (https://lcb.box.com/s/aiyvrx68er1ek1690u23a1qd7dtwlchv) is to a box folder which contains numerous product data sets in csv formats for the time period from the commencement of the traceability program through February 28, 2015. You may download those records for approximately 30 days after which time the link will expire. The data in the report includes 28 datasets and is the only WSLCB report produced to date containing this information other than the March report which contained the same information without February's data.

We expect after the 20th of each month to receive an updated version of the report that will include the next succeeding month’s data (the next report will have data through March 2015). We are also providing you with the sequel lite database link which may assist in opening or using some of the files. The WSLCB public records office does not interpret the data or records; we are providing you the record which is available that responds to your request. If these records are not what you were seeking, please feel free to provide us clarification as to a specific record that you are seeking. If we do not receive clarification within the next 10 working days or by May 7, 2015<x-apple-data-detectors://5> we will consider your request complete and close our file.

If you seek similar reports with updated data as noted above, please feel free to submit a new public records request each month identifying the “XXXXXX(Month name) Marijuana Traceability Report” as the record being sought. To avoid cumulative correspondence and extensions, it would be suggested that the new requests be sent not sooner than the 20th of each month for that month’s report. It is recommended that you forward records requests to our general request email rather than any individual staff to ensure proper tracking. It would be best to use the email address at publicrecords@lcb.wa.gov<mailto:publicrecords@lcb.wa.gov> for that purpose.

No public records were withheld and no information was redacted from the records provided.

Thank you for your request, and if you have any questions please feel free to contact me.

Sincerely,

Missy Norton

Thank you for your email.

It appears that I am receiving automatically generated emails as I have already provided records to you on April 23, 2015 and then on July 24, 2015 provided an updated link to those records. Please clarify if you are requesting additional records and if so please specify the public records you are seeking.

Thank-you,
